That simply means that it is always pointing beyond the present and letting us hear a message about that which is yet to come. We can always find a list of things that are not quite right or even quite bad about the present time. We all have our list of criterion as to what makes the day at hand good or bad. Those lists rarely agree from one group to another. Therefore, there needs to be this Word that come into the day at hand and sends us out with a note. The Reign of God as 'in that day' is the kind of note that makes us lift our heads and begin to think of other possible ways for God's Reign to shake up all of us and help us all raise our expectations as to what God intends for us.
